Student Planner UI

The student programs UI is used to assign students a plan.  The UI is a 2-level nested table with the student at the primary record and the student plans shown below the student.

A plus button is provided to create a related record and student name is mapped from the student record to the student plan record.

Filters are provides to sort by School and grade span.
